Excel Evaluations International Limited contributed to a multi-country Evaluation and Scoping Study of ADRA Denmark’s peacebuilding portfolio in Uganda, South Sudan and Yemen. The assignment combined a retrospective assessment of peace-oriented interventions implemented between 2022 and 2025 with a forward-looking analysis of opportunities for strengthening future programming.
The evaluation considered three interconnected areas of ADRA’s peacebuilding approach: Direct Peace, covering dialogue, mediation and conflict-resolution initiatives led by religious and traditional leaders; Mainstreamed Peace, examining the integration of peacebuilding principles into livelihoods and natural-resource management interventions; and Group-based Peace, focusing on protection and inclusion of vulnerable populations, particularly within the Women, Peace and Security and Youth, Peace and Security agendas.
Services provided included evaluation framework development, document and portfolio review, stakeholder mapping, conflict-sensitive contextual analysis, adaptation of data-collection tools across the three country settings, key-informant interviews, focus-group discussions, outcome assessment, cross-country comparative analysis and preparation of strategic recommendations. The study engaged programme personnel, implementing partners, community representatives, religious and traditional leaders, women, young people and other peacebuilding stakeholders.
By combining evidence from diverse operating environments, the assignment illuminated emerging results, implementation challenges, transferable practices and areas requiring deeper investment. The resulting analysis supported institutional learning, strengthened the evidence underpinning ADRA Denmark’s peacebuilding approach and informed the development of context-responsive priorities for future programming across fragile and conflict-affected settings.
