End-Term Evaluation of the Provision of Livelihood Assistance to Refugees and Host Community Populations Project (Emergency Employment and Social Protection Support)

Excel Evaluations International Limited conducted the end-term evaluation of the Gender, Peace and Accountability Project to assess its performance, achievements and prospects for sustaining results beyond the implementation period.

Guided by internationally recognised evaluation criteria, the study examined the project’s relevance, coherence, efficiency, effectiveness, impact and sustainability. It explored the extent to which the intervention responded to gender, peace and accountability priorities; strengthened women’s participation and influence; enhanced engagement between communities and duty bearers; and contributed to more inclusive and accountable governance processes.

Our services encompassed evaluation design, reconstruction and assessment of the project’s results framework, document review, development and pre-testing of data-collection tools, stakeholder mapping, fieldwork coordination, key-informant interviews, focus-group discussions, beneficiary consultations, outcome verification, data analysis and preparation of the evaluation report. A participatory and gender-responsive approach enabled women, community actors, implementing partners and duty bearers to contribute meaningfully to the assessment.

The evaluation documented significant results, implementation experiences, emerging good practices and factors affecting the continuation of project benefits. Its findings provided FOWODE with practical recommendations for strengthening programme design, partnership arrangements, implementation strategies, monitoring systems and sustainability planning in future gender, peacebuilding and social-accountability initiatives.
